BACKGROUND INFORMATION:
On March 1, 2021, City Council approved a resolution of support for the submission of the Common Street Pedestrian Improvement project to the Alamo Area Metropolitan Planning organization for federal funding under the Transportation Alternatives program. The project was selected for inclusion in the program which provides 80% of construction cost. The City is responsible for the 20% local construction match and the cost of project development, including full design services.
The Common Street Sidewalk Project is intended to provide pedestrian connectivity along Common Street between S. Liberty Street and Loop 337. This connectivity provides access to Hinman Island, Prince Solms Park, Lamar Elementary School, Comal County Fairgrounds, New Braunfels Public Library, and River Acres Park, in addition to connecting existing and recently completed sidewalk projects. The project will also include enhanced pedestrian crossings at Central Avenue and East Avenue.
Services provided by The Goodman Corporation will include 100% design of sidewalks in the City ROW on both sides of Common Street, environmental documentation in support of the design, public involvement support, survey, utility coordination, and construction cost estimate.
The city requested qualifications on January 28, 2022, through the task order process which considered vendors prequalified on the City’s Indefinite Delivery-Indefinite Quantity contract for professional services. The city received five responses on February 18, 2022, and after a review of qualifications, experience with similar services, and understanding of the project, The Goodman Corporation was selected as the highest-ranked professional.
The City worked with The Goodman Corporation in developing the scope and fee for the design of the Common Street Pedestrian Improvement Project. The fee for this work is $219,333.
Budget Amendment - 2019 Bond Fund
To establish the project budget within the 2019 Bond Fund for all design services for the Common Street Pedestrian Improvement Project, funding will be amended from savings in the FM 306 Business 81 project. Savings experienced in the FM 306 project along with this budget amendment will allow the necessary funding for this expense.

ISSUE:
Continue an ongoing program of Infrastructure construction and maintenance.
FISCAL IMPACT:
With the approval of the budget amendment described above, sufficient funds are available in the 2019 Bond Fund.
