BACKGROUND INFORMATION:
The New Braunfels Public Library was constructed in 1999 and currently has the original roof on the building. The existing roof structure has had numerous issues with corrosion and leaking over the last several years. Facilities Staff and contractors have provided several repairs and patches to the existing structure but due to the age and condition of the roof, it has reached the end of its useful life and replacement is the best option. City Staff has obtained quotes from three different roofing contractors and has determined Texas Traditions Roofing will provide the best value, superior construction, and the best warranty. Texas Traditions Roofing is provided cost through a cooperative contract with TIPS which supports the competitive purchasing requirements. The total cost of the work is $315,109.
Budget Amendment
A budget amendment is recommended in the General Fund for the additional funds necessary to pay for the cost of the roofing contractor services for the project mentioned above. The amendment includes two components. First, the remaining contingencies in the Non-Department General Fund will be reallocated to the capital expenditures allocation within the Library Department budget. Secondly, the capital expenditure allocation is recommended to be increased by the amount needed to cover the total project costs ($155,109).

ISSUE:
Continue an ongoing program of infrastructure construction and maintenance
FISCAL IMPACT:
The net effect of the amendments above is an overall increase to the General Fund budget of $155,109. There are sufficient surplus reserves to cover the additional costs. Therefore, sufficient funds are available to support the initiative described above.
