BACKGROUND INFORMATION:
The Engineering Division received a request for an all-way stop at the intersection of S Plum Avenue and Cross Street and at the intersection of S Plum Avenue and Lee Street due to concerns with speeding and safety. The intersection of S Plum Avenue and Cross Street has four approaches and is currently controlled by stops on Cross Street. The intersection of S Plum Avenue and Lee Street has four approaches and is currently controlled by stops on Lee Street. S Plum Avenue, Cross Street, and Lee Street have a speed limit of 30 mph and are residential streets.
An engineering review with traffic counts was conducted in accordance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Additionally, the intersection crash history was reviewed for both intersections.
Based on the result of these investigations, an all-way stop is not warranted at either intersection at this time. Furthermore, data collected and reviewed on S Plum Avenue indicates that there is not a speeding and safety problem.
ISSUE:
A resident has requested all-way stops on Plum Avenue at Cross Street and Lee Street due to speeding and safety concerns.
FISCAL IMPACT:
Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY 2022 approved streets and drainage budget.

RECOMMENDATION:
Staff does not recommend installation of an all-way stop at the intersection of Plum Avenue and Cross Street or at the intersection of Plum Avenue and Lee Street at this time.
