BACKGROUND INFORMATION:

On July 26, 2021, City Council approved an agreement with Freese & Nichols, Inc for the development of a Capital Improvement Plan. Currently, 8 roadway and 1 drainage projects identified in the Capital Improvement Plan are in preliminary design and are expected to need technical review. Freese & Nichols, inc. will verify project constraints and risks and verify the completeness of the preliminary reports as well as coordinate with a third-party estimator for the accuracy of the project cost.  Staff recommends a modification with Freese and Nichols, Inc. in the amount of $74,609.95 to provide professional third-party technical assistance to review conceptual, draft, and final geometric schematics.

ISSUE:

Continue an ongoing program of infrastructure, construction and maintenance.

FISCAL IMPACT:

City Council previously approved the issuance of a $3 Million tax note to fund preliminary design associated with the 2023 Bond Program.  There are sufficient funds available to support this modification. Therefore, adequate funding is available.
