BACKGROUND INFORMATION:
The proposed project is aimed at rehabilitating the parking surface of the Landa Park Aquatics Center Parking Lot and meeting water quality protection requirements associated with the Edwards Aquifer Habitat Conservation Plan (EAHCP). The proposed water quality improvements are in the form of a vegetated swale that will accept and treat stormwater runoff from the parking surface prior to discharging to the Comal River. A significant portion of the funding for the project will be provided through the EAHCP program with the City funding approximately 20-25% of the project cost.
City staff recommends issuing an invitation for Competitive Sealed Proposal (CSP) as the procurement method for the Landa Park Aquatic Complex Parking Lot Rehab and Water Quality Retrofit. The CSP method allows the City to evaluate the most qualified contractors and the best value for the project. The recommendation for the award contracts will be presented to the City Council for direction.
