BACKGROUND INFORMATION:

The City of New Braunfels was awarded funding through the Texas Highway Safety Improvement Program (HSIP) to construct intersection improvements on Barbarosa Road at FM 1101. The intersection improvements will include an additional left-turn lane on Barbarosa Road at FM 1101 and new traffic signal phasing to provide protected/permitted left turns from Barbarosa Road and FM 306/Creekside Crossing.

 

On April 25, 2022, City Council approved a resolution to enter into an Advanced Funding Agreement with TxDOT which included a provision that the City would be responsible for construction cost overruns. City Council approved a total expense of $713,320 from Roadway Impact Fee service area 6.

 

TxDOT solicited bids for the project and on June 30, 2022 opened 6 bids and awarded the project to the low bidder. The estimated construction cost for the project was $1,035,429 and the low bid for the project was $1,402,180.23. An additional $366,751.23 is required from the City for construction cost overruns for the project.

 

 

ISSUE:

Use a variety of funding sources for operational and capital needs.

Continue an ongoing program of infrastructure construction and maintenance.

 

 

FISCAL IMPACT:

Funds are available from Roadway Impact Fee service area 6.

Staff recommends approval of an additional expenditure for construction cost overruns as required in the Advanced Funding Agreement.
