Discuss and consider second and final reading of an ordinance adopting the FY 2023 Operating Budget and Plan of Municipal Services.

BACKGROUND / RATIONALE:
City Council held work sessions on the FY 2023 Budget and tax rates on August 9, 11, and 15, 2022. As required by Texas Local Government Code, a public hearing on the budget was also held on September 8, 2022.
The attached ordinance includes the Budget Order as well. The Budget Order document describes how the budget will be controlled and managed throughout the fiscal year. The Budget Order also includes a memo which describes any changes recommended to the proposed budget prior to adoption. The FY 2023 Proposed Operating Budget and Plan of Municipal Services document is adopted with the ordinance and Budget Order, as well as the memo which covers any changes recommended by staff.

FISCAL IMPACT:
