BACKGROUND INFORMATION:

City Council unanimously approved the first reading on September 12, 2022.

 

Staff received a request from the Town Creek Homeowners Association (HOA) Safety Committee regarding the restriction of on-street parking along the east side of N Academy Avenue between both intersections with Springs Nursery. The reason for the request is the concern that vehicles approaching the stop sign on Springs Nursery at the northern intersection with N Academy Avenue do not have adequate sight distance to proceed safely into the intersection due to parked vehicles.

 

A site visit was conducted on April 29th, 2022. Staff observed vehicles parked along the east side of N Academy Avenue and blocking sight distance for vehicles on Springs Nursery. A sight distance diagram has been drafted and confirms parked vehicles would be obstructing the sight distance for someone stopped at the stop sign on Springs Nursery. There have been no reported accidents in the last five years at this intersection.

 

ISSUE:

The Town Creek HOA contacted the City regarding vehicles parking on N Academy Avenue between both intersections with Springs Nursery and blocking the visibility of oncoming traffic to vehicles on Springs Nursery.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY 2023 approved streets and drainage budget.Recommendation

 

RECOMMENDATION:

Transportation and Traffic Advisory Board

The Transportation and Traffic Advisory Board unanimously recommended approval at their August 11, 2022, meeting.

Staff recommends a no parking zone on the east side of N Academy Avenue from the southern intersection with Springs Nursery to the northern intersection with Springs Nursery.
