BACKGROUND INFORMATION:
As part of the 2023 Bond Program, Pape Dawson Engineers, Inc. was engaged and completed preliminary schematic design for selected Citywide Intersection Improvements which include new traffic signals, turn lanes and other safety features for pedestrian and vehicle passage at various locations throughout the city, including realignment of Gruene Road at Post Road.
These intersections were then prioritized, and seven intersections were selected to be included in the 2023 Bond Citywide Intersection Improvements Program. On June 12, 2023, Pape Dawson Engineers, Inc. was authorized to complete the final design plans, specifications, and estimates for the selected intersections. The remaining intersections were identified as priorities to be completed as funding sources become available, which included the intersection at Gruene Road and Post Road.
As part of a development agreement related to the Heather Glen subdivision, $100,000 has been escrowed with the City for improvements at this intersection. These improvements are also identified on the City’s Roadway Impact Fee Capital Improvement Plan and therefore is an eligible expense of Roadway Impact Fee Service Area 3.
The proposed modification to the Pape Dawson Engineers, Inc. contract will include the design and realignment of Gruene Road at the intersection of Post Road to allow for a traditional 4-way intersection and improved safety & operation at this intersection. The City owns the right of way needed for the roadway realignment.
Pape Dawson Engineers, Inc. has provided a fee for the final design at an hourly not to exceed the contract amount of $159,496.
ISSUE:
Continue an ongoing program of infrastructure construction and maintenance.
FISCAL IMPACT:
Sufficient funds are available in Roadway Impact Fee Service Area 3 to fund the portion of the contract above the existing escrow.
