BACKGROUND INFORMATION:

Voters approved the Mission Hill Park Phase 2 Project as part of the 2023 Bond Program. City Council approved the Design Build delivery method for the project on June 26, 2023. The Design Build procurement method allows for a more collaborative relationship between the City, contractor, and designers while working within a project budget that is established at the beginning of the project.

 

A solicitation for Design Build services was advertised on September 15, 2023, and the City received responses from two design build firms. City Staff reviewed the responses, evaluated the contractor and the design team, and interviewed both submitting firms. The firms were interviewed by an evaluation committee consisting of City Staff from Purchasing, Parks, and Transportation and Capital Improvements. The evaluation committee unanimously selected T.F. Harper & Associates, LP (T.F. Harper) after the interview process was complete. Due to the complexity of the project and the design build delivery method, City Staff conducted another interview with T.F. Harper, which included staff from the first interview as well as staff from the City Manager’s Office.

 

T.F. Harper’s fees are $957,500 for pre-construction services, 5% construction phase fee, and 9% for general condition cost, which are being requested for approved with this item. Similar to a Construction Manager at Risk delivery method, the construction portion of the Design Build contract is delivered utilizing a Guaranteed Maximum Price (GMP), which will be approved later in the project. The project Design Build budget was set at $10,600,000, which includes $1,060,000 of owner-controlled project contingency. The project Design Build budget does not include all of the owner costs for the project, including archeological mitigation, utility costs, material testing, and staff costs. The complete project budget is estimated to be $11,600,000.

 

City Staff has held a design scoping meeting with T.F. Harper to review the design intent for the project. The Mission Hill Park project began in 2018 with a Master Plan document which included preliminary plans. These plans were revisited as part of the 2023 Bond Preliminary Engineering phase and have been provided as part of the Design Build solicitation as the basis for the design of the project. T.F. Harper and their design team understand the City’s desire to deliver the Mission Hill Park Phase 2 Project utilizing the previously prepared design documents as their basis of design.

 

 

ISSUE:

Continue an ongoing program of infrastructure, construction, and maintenance.

 

 

FISCAL IMPACT:

Funding for the Mission Hill Park Phase 2 Project was allocated in the 2023 Bond Program, Proposition B; therefore, sufficient funds are available.
