BACKGROUND INFORMATION:

The City of New Braunfels was awarded funding through the Alamo Area Metropolitan Planning Organization (AAMPO) Surface Transportation Block Grant (STBG) to construct roadway, drainage, and pedestrian improvements on Barbarosa Road/Saur Lane from FM 1101 to Saengerhalle Road. The City Council passed a resolution of support on March 22, 2021, for submitting the project to AAMPO for reimbursable funding. The project was selected for inclusion in the program, which provides 80% of construction cost. The City is responsible for the 20% local construction match and the cost of project development, including full design services and right-of-way acquisition.

 

Barbarosa Road/Saur Lane is currently a two-lane rural roadway located in east New Braunfels. The roadway provides regional and area connectivity between FM 758, FM 1101, and FM 306.  Additionally, the road is parallel to and serves as an alternate route for SH 46 for travel to and from IH 35. The project will improve access to the New Braunfels National Airport, mobility and safety, congestion reduction, development impacts, and pedestrian and bicyclist accommodations.

 

An Advanced Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) is required with the funding program.  A resolution by City Council confirming the City’s financial commitment, including payment of construction overruns, and identifying the signatory authorized to enter the AFA is required.  The project is scheduled for construction in 2027 and the AFA allows the project development to move forward beyond 30% final design with TxDOT.

 

 

ISSUE:

Provide a system of convenient and safe transportation facilities through comprehensive, cooperative, and continuing transportation system planning and development. 

 

 

FISCAL IMPACT:

The AFA includes the following initial project estimates:

Final design and project development are funded using Roadway Impact Fees and 2023 Bond Program Proposition A - Transportation funds. It is anticipated that the City participation for construction will be funded from the 2023 Bond Program Proposition A and the Creekside TIRZ. 

 

The City’s initial payment of $151,329 is due to the State within 30 days of execution of this contract.  Sufficient funds are available in the 2023 Bond Program Proposition A - Transportation.
