BACKGROUND INFORMATION:
The City of New Braunfels is committed to ensuring the efficient and sustainable management of its solid waste and recycling operations. In alignment with this commitment, the Solid Waste and Recycling Division recognized the need to develop a program to proactively address the repair and/or replacement of aging commercial refuse containers.
Previously the Solid Waste and Recycling Division has performed many commercial container repairs and maintenance with internal staff, however, it has been determined that utilizing an outside contractor to perform these repairs is a more cost effective and efficient process for making these repairs.
A competitive solicitation was published on November 2023 and on December 19, 2023, the City received one response from Elite Dumpster Manufacturing, LLC who is located within a reasonable distance to New Braunfels and provides a good value to our operation for these services. The pricing and proposed services are in line with the needs of the City. The department has allocated $50,000.00 for FY 2024. The projected annual spend for the base term of three years is not to exceed $200,000.00.
The term of the agreement resulting from this solicitation will be valid through September 30, 2027 with the option to renew for two additional terms of one year each.
ISSUE:
Approval of a Contract for commercial container repair and replacement.
FISCAL IMPACT:
The requested spend for FY 2024 is $50,000 and is available in the Solid Waste Enterprise Fund. The annual spend for this contract will be limited to the available funds in “Refuse Containers” line item in the Commercial Services Division budget of the Solid Waste Fund and in accordance with the price schedule attached. Staff have estimated a not to exceed of $200,000 for the base three-year term. If the requested spend is higher staff will bring the request back to City Council for approval.

Staff recommends the approval of this contract with Elite Dumpster Manufacturing, LLC. for the repair and purchase of commercial refuse containers for the Solid Waste and Recycling Division.
