BACKGROUND INFORMATION:

As part of the 2019 Bond Program, the City entered into a Professional Service Agreement (PSA) with KFW Engineers and Surveying (KFW) in October 2019 for the completion of plans, specifications and estimates (PS&E) for the Goodwin Lane and Conrads Lane Reconstruction Project. KFW completed the initial final design package and the City is shifting to Freese and Nichols, Inc (FNI) to complete the design package through construction.

 

In 2021, the City entered into a PSA with FNI through the City’s Professional Services Indefinite Delivery/Indefinite Quantity list for third-party technical review to help augment staff with the 2019 Bond design packages. The intent was to procure a consultant with technical review experience to help review, comment, and report on project documents to ensure the proposed projects' accurate and efficient design delivery.  FNI was assigned the review of the Goodwin Lane and Conrads Lane project on December 13, 2021.  FNI has been involved with the plan development and document review through the initial final design package submitted on November 10, 2023.  FNI has comprehensive knowledge of the completed plan set and the goals for the project from the original design solicitation. 

 

The proposed scope of FNI for this agreement includes:

-Additional design of the drainage system at Orion Drive to incorporate the recently completed adjacent residential development.

-Coordinate with NBU to include joint-bid utility items within the PS&E package. Please note that NBU has designed and paid for all joint-bid utility items.

-Bid phase services.

-Construction phase services.

 

 

ISSUE:

Continue an ongoing program of infrastructure, construction, and maintenance.

 

 

FISCAL IMPACT:

Additional drainage design and joint-bid PS&E package:                     $91,142

Bid and construction phase services:                                                                                    $258,203

Construction phase services contingency:                                                                $85,000

Total:                                                                                                                                                                         $434,345

 

Funding to support these services have been incorporated into the Goodwin Lane/Conrads Lane project budget as part of the 2019 bond program.

Recommendation

RECOMMENDATION:

Staff recommends approval to enter into a professional service agreement with Freese and Nichols, Inc. (FNI) for the additional drainage design, bid and construction phase services, and construction phase services contingency for the Goodwin Lane and Conrads Lane Project as part of the 2019 Bond Transportation Proposition.
