BACKGROUND INFORMATION:

In May 2019, voters approved the 2019 Bond Program, which included the Zipp Family Sports Park in Proposition 2 - Parks and Recreation. Over the past year, City staff has worked with Guadalupe Valley Electric Cooperative (GVEC) to develop the underground electrical plan to distribute electrical service throughout the Sports Park site.

In order to provide electricity to the concession/restroom buildings, the parking lot lights, and the sports field lights, single phase primary power must be installed within the Sports Park site and be terminated at transformers. Because this primary power is an extension of the GVEC system, the design and installation of the infrastructure is performed directly by GVEC and their subcontractors.

GVEC has provided the City an initial estimate for the cost of this work to be $547,000, but City Staff is requesting authorization not to exceed $600,000 to account for changes in the estimate based on final design changes.

The project electrician’s scope of work will install the electrical infrastructure beginning at the transformers. This cost is included with the SpawGlass contract.

GVEC continues to work on the design of the overhead electrical extensions into the Sports Park site that are required to serve the maintenance building and irrigation pump station. City Staff will bring a future item to City Council for approval of the overhead electrical costs.

ISSUE:

Continue an ongoing program of infrastructure, construction, and maintenance.

FISCAL IMPACT:

The cost for the underground electric system is estimated not to exceed $600,000 and is included in the Zipp Family Sports Park Project budget. Funding for the Sports Park was allocated in the 2019 Bond Program; therefore, sufficient funds are available.
