BACKGROUND INFORMATION:

The Common Street Pedestrian Improvements project will improve pedestrian connectivity between neighborhoods, city parks, New Braunfels Public Library, Lamar Elementary School, and the Comal County Fairgrounds by enhancing pedestrian mobility and safety. The project scope includes new sidewalks and curb ramps on both sides of Common Street between S. Liberty Street and Loop 337 and protected pedestrian crossings at key intersections.

 

The City of New Braunfels was awarded funding through the Alamo Area Metropolitan Planning Organization (AAMPO) Transportation Alternatives Program to construct pedestrian improvements on Common Street from Liberty Avenue to Loop 337. The project was selected for inclusion in the program, providing 80% of the construction cost. The City is responsible for the 20% local construction match and project development cost, including full design services.

 

On June 13, 2022, City Council approved a contract with The Goodman Corporation to produce the final design plans, specifications, and estimates for the Common Street Pedestrian Improvements Project.

 

On February 26, 2024, City Council approved an expenditure by the New Braunfels Economic Development Corporation (NBEDC) of $700,000 to pay for the construction phase-related project expenditures for the project, including the construction match and professional services.

 

All AAMPO-funded projects are administered by the Texas Department of Transportation (TxDOT) and, therefore, must follow TxDOT’s Local Government Project Procedures (LGPP). A qualified consultant is often used on these projects to assist City Staff with managing the LGPP requirements. The Goodman Corporation was selected through an RFQ process to provide LGPP services to the City.

 

The Goodman Corporation has provided a fee for the Bid Phase, Construction Phase Engineering, and Local Government Project Procedures Services at an hourly not to exceed contract amount of $68,717.

 

 

ISSUE:

Continue an ongoing program of infrastructure construction and maintenance.

 

 

FISCAL IMPACT:

Sufficient funds are available from the NBEDC funds approved on February 26, 2024.

Staff recommends approval of a contract modification with The Goodman Corporation for Bid Phase, Construction Phase Engineering, and Local Government Project Procedures Services for the Common Street Pedestrian Improvements Project.
