BACKGROUND INFORMATION:

In March 2023, the City submitted two Highway Safety Improvement Program (HSIP) applications to TxDOT for evaluation of construction funding for locations in need of safety improvements. The HSIP is a Federal Highway Administration aid program, administered through TxDOT, that was created to achieve a reduction in traffic incidents on all public roads, including non-State-owned facilities.  Based on the TxDOT evaluation, the City was awarded construction funding for the installation of sidewalks on both sides of Schmidt Avenue, between the IH-35 Frontage Road and Morningside Drive. The program provides 90% of the construction funding and requires the City to pay the cost of design and the remaining 10% of construction costs and cost overruns.

 

The proposed professional services agreement (PSA) with Pape Dawson Engineers, Inc. will include full design for the Schmidt Avenue sidewalks. Due to the condition of the Schmidt Avenue pavement, between the IH-35 Frontage Road and Morningside Drive, the PSA also includes the full design for the rehabilitation of the roadway. The roadway rehabilitation work will be completed as part of the 2023 Bond Citywide Street program. The submitted fee for the PSA is $216,285.60.

 

A future item will be brought to Council approving the construction match for the project.

Continue an ongoing program of infrastructure, construction, and maintenance.

Use alternative funding sources to maximize city funds.

 

FISCAL IMPACT:

Sufficient funds exist in the 2023 Bond - Citywide Streets project budgets for completion of the plans, specifications and estimates.
