BACKGROUND INFORMATION:

In May of 2019, the City identified a need to hire an experienced professional consultant to assist in preparing an Americans with Disabilities Act (ADA) Transition Plan. Working with City personnel, the Transition Plan consists of the consultant evaluating the City’s compliance with Title II and applicable federal and state regulations by conducting self-evaluation inspections of City policies, infrastructure, and facilities. Due to the scope of the Transition Plan, it was planned to be approached in multiple phases over multiple years.

 

On June 19, 2019, City Council approved Pape Dawson to work on an initial phase of the project to prepare a self-evaluation and data collection strategy; however, the pandemic delayed that portion of the work.

 

On January 1, 2021, City Council approved Pape Dawson to continue working on the ADA Transition Plan.  This work included policy and procedures evaluations, field collections for right-of-way and facilities, and drafting the preliminary ADA Transition Plan.

 

The Fiscal Year 2024 budget included $175,000 for the continued ADA Transition Plan development. Pape Dawson has prepared a scope of work to utilize the budgeted funds which includes continued right-of-way evaluation and data collection, data processing and analysis, mapping and reporting, and policies and procedures. The fee for this contract modification will be $175,000 on an hourly not-to-exceed basis.

 

Additional phases of the ADA Transition Plan will be required to fully complete the plan in accordance with available funding.

 

 

 

ISSUE:

Improve mobility by identifying needed improvements. Ensure compliance with state and federal regulations.

 

 

FISCAL IMPACT:

Funding for this project is provided through the Fiscal Year 2024 Adopted Budget. Therefore, sufficient funds are available for this project as described above.
