DISCUSSION:

Citizen input at the last River Advisory Committee Meeting asked why Schlitterbahn busses did not have to charge their guests the River Management Fee. Staff investigated this inquiry and determined that the reason Schlitterbahn guests do not have to pay the river management fee is since Schlitterbahn does not fit the definition of a river outfitters.

 

This is the definition of a river outfitter in the code of ordinances:

 

River outfitter means any person, firm, partnership, or corporation that rents water-oriented recreational equipment for use on the Comal and Guadalupe Rivers within the city limits.

 

The City of New Braunfels does not currently charge Schlitterbahn for the use of the streets. If the City was interested in charging a fee to street wear and team it would not go to the River Fund or be a function of River Operations.
